What is a BPSS Check?

The Baseline Personnel Security Standard (BPSS) is the essential entry-level background screening required for anyone working in or alongside UK government departments, defence organisations, national security environments, or roles involving access to sensitive or confidential information. Established by the UK government, BPSS checks provide a consistent, reliable foundation for assessing identity and eligibility before an individual is granted access to government assets, systems or secure locations.

BPSS checks are a mandatory first step for anyone who may require higher levels of national security vetting. Completing compliant BPSS screening enables individuals to progress into more advanced clearances, including Security Check (SC), Enhanced SC (eSC), Counter Terrorist Check (CTC), Developed Vetting (DV) and Enhanced DV (eDV). Without BPSS in place, no higher clearance can be sponsored or approved.

Common roles for BPSS Checks

  • Civil servants
  • Armed forces personnel
  • Contractors & consultants
  • IT & cyber-security professionals
  • Energy, infrastructure & defence manufacturing roles
  • Private-sector workers supporting government contracts
  • Aviation & transport security roles
  • Policing support functions
  • Temporary & agency staff

Start Screening

Our BPSS Security Clearance service

Our BPSS Screening service provides a fast, accurate and compliant process that fully meets Home Office expectations for Baseline Personnel Security Standard Vetting. With secure digital identity verification, streamlined document collection and dedicated vetting officers overseeing every case, we ensure each screening is completed efficiently and to the highest standard. Once checks are complete, you will receive a certificate of screening and written confirmation of compliance with a full pack of evidence for your personnel records and any audit purposes.

A BPSS check does not have a fixed expiry date and remains valid as long as the individual stays within the same organisation or returns within 12 months. However, employers commonly renew criminal record checks every 3-5 years as best practice to ensure continued suitability. BPSS checks can also be transferred to a new employer if recent, complete and properly evidenced, but transferability ultimately depends on the hiring organisation’s policy and audit requirements.

Why choose BPSS Screening?

For organisations hiring into sensitive roles or delivering government-linked services, BPSS provides essential assurance that your workforce is verified, trustworthy and security-cleared at the correct baseline level. The importance of BPSS lies in its ability to reduce risk early in the recruitment process. BPSS screening protects government data, prevents unauthorised access, strengthens cyber-security measures and demonstrates compliance with statutory and contractual expectations. It also provides a clear audit trail showing that appropriate checks have been carried out before an employee is granted access to secure sites or information systems.

Provide candidate details and initial documents (identity, Right to Work, address history). Your dedicated vetting officer confirms any  extra documentation needed (e.g., proof of address, HMRC/payslips for gaps).

Step 2

Full BPSS check & verification

We complete identity, Right to Work verification, obtain a Basic DBS, verify the employment history and independently confirm any gaps over 31 days. Where applicable, we record education to cover limited work history. You receive clear progress updates and immediate notification of any issues.

Step 3

Results, certificate & audit-ready evidence pack

On completion, you receive a certificate of screening, written confirmation of compliance and a full evidence pack (DBS confirmation, employment references, gap verification, identity/RTW proof). This provides an audit-ready record suitable for inspections, tenders and internal governance.

BPSS Security Clearance FAQs

What is a BPSS check?

The Baseline Personnel Security Standard (BPSS) is the UK Government’s minimum standard for pre-employment screening. It helps organisations verify an individual’s identity, Right to Work status, employment history and criminal record.
BPSS screening is often required for individuals working in government departments, defence, critical infrastructure and other roles that involve access to sensitive information or assets.
Organisations and employers often require their staff achieve BPSS as part of internal compliance process or to meet the requirements of a new business contract.

What does BPSS stand for?

BPSS stands for Baseline Personnel Security Standard.
It is the UK Government’s recognised standard for pre-employment screening and is designed to establish an individual’s trustworthiness and suitability for roles that require access to government assets, information or sensitive environments.

What does a BPSS check involve?

A BPSS check consists of four main elements:
• Identity verification
• Right to Work verification
• Employment history verification
• Criminal record disclosure
The purpose of BPSS screening is to provide assurance that an individual has been properly vetted before being granted access to government, public sector or sensitive commercial environments.

What is the difference between BPSS and DBS checks?

BPSS and DBS checks are different types of screening.
A BPSS check verifies identity, Right to Work, employment history and criminal record as part of a broader pre-employment screening process.
A DBS check focuses specifically on an individual’s criminal record information and is issued by the Disclosure and Barring Service. Alternatively, for individuals working in Scotland, a Disclosure Scotland criminal record check would be required. Similarly, if working in Northern Ireland, an Access NI disclosure would be necessary.
In many roles, a DBS check may be carried out alongside BPSS screening, as the two checks serve different purposes.

How long does it take to get BPSS clearance?

Most BPSS checks can be completed within a few days when all required information and documentation are provided promptly. However, the timescale can vary depending on the complexity of employment history, document verification requirements, the responsiveness of referees and candidates to queries.
Delays are most commonly caused by incomplete information or difficulties verifying employment records.

What would make you fail BPSS screening?

BPSS screening is designed to verify information rather than automatically pass or fail candidates. Issues may arise where an individual cannot verify their identity, Right to Work status or employment history, or where false, misleading or fraudulent information has been provided. Criminal record may also be considered in accordance with the organisations own policies.
Each case is assessed individually, and employers will consider any concerns in the context of the role and their internal policies.

Can I get a BPSS check myself?

No. BPSS screening must be requested and carried out by an employer, government department or authorised organisation that requires the screening for employment or contractual purposes. Individuals cannot obtain a standalone BPSS certificate independently in the same way they might obtain other personal credentials.
A sponsoring organisation is responsible for initiating, reviewing and retaining the screening records in accordance with BPSS requirements.
